10/23/2023 2:59 pm: East-West Village Transmission Line Replacement Schedule (subject to change)

On Wednesday October 25th, Main Street and Cambria Drive will be closed from 6:30 a.m. - 5:30 p.m. to make final repairs to the road surface.

Water staff has partially located the 90* Elbow connection of the 10” line that intersects at the West side of South Bound Main Street. (South of Cambria Drive). The elbow connection is in a challenging position adjacent to a storm drain to make a new connection joint. But it can and will be performed. The difficulty will not add additional cost, but this one connection will take an entire day to complete. This connection is critical to re-establishing service to Mechanics Bank.

Day One - Tuesday, October 17:

South Bound Lane of Main Street will be closed from 7:00 a.m. – 5:00 p.m.

Excavation begins to install one 10” Valve at the 90* elbow to energize the entire distribution system, except for the forty feet of transmission line perpendicularly crossing Main Street.

As of October 17th at 3:30 p.m., Main Street and Cambria Drive are open in both directions for traffic.

Day Two - Wednesday, October 18:

North Bound Lanes of Main Street will be closed at 7:00 a.m. - TBD.

Excavation begins to install one 10” Valve at the just repaired connection on Main. This installation replaces the 10” Tee and Valve, connecting the current system to newly relocated transmission lines. While the connection is being performed, trenching and preparation for the new line crossing Main St. occurs.

On Wednesday, October 18th, lanes will be open for Northbound traffic only until 12:00 p.m., and Southbound traffic will be closed for the entire day.

Day Two - Wednesday, October 18:

6:00 p.m. – 5:00 a.m. Overnight Main Street distribution system partially shut down for tie-in. The water will be shut off to all of Main Street, north to Charing Lane.

Day Three - Thursday, October 19, 2023:

The northbound lane of Main Street will be open until 10:30 a.m. The southbound lane of Main Street will be closed until 10:30 a.m., and reopened to through traffic until 6:00 p.m. 

At 6:00 p.m., a hard road closure will take place for both northbound and southbound traffic that will remain closed until 7:00 a.m

Water service interruption will occur overnight beginning at 7:00 p.m. Water will be shut off to all of Main Street, north to Charing Lane.

Restoration of water service will begin at 6:00 a.m. Friday, October 20.

Day Three & Four - Thursday, October 19 and Friday, October 20:

Contractors will still be performing pipeline install and tie-in. 

*Road surface restoration to be completed in the coming weeks.

10/11/2023 7:32 am: Water service has been restored to the entire community with the exception of Mechanics Bank as of 11:15 pm. The potable main line has been flushed and sampled for water quality. If you have any concerns regarding water quality please contact the Utilities Department at 805-927-6250.

Additionally, Utilities staff have already begun seeking qualified bids for forty feet of 10” main to be permanently replaced as soon as feasibly possible. Unfortunately, a service interruption will occur again during replacement of failed main line. Notification of replacement and interruption will be posted.

10/10/2023 8:12 pm: On Tuesday, October 10, 2023 at 9:15 am, a 10” potable water main experienced a failure adjacent to the intersection of Main Street and Cambria Drive. A road closure North of Pine Knolls Drive on Main Street to Cambria Drive affected north and southbound traffic. Crews are still working on repairing and restoring water service as of 6:30 pm.

The 10” main under repair is 40 inches below the surface, encased in a steel sleeve.  Currently, the leak's origin has not been located, but crews are inching closer to the source. The water main stretches the entire width of Main Street, making access to the pipe for repair inaccessible until the entire street is trenched. This repair is going to be extensive, time-consuming, and costly. Crews are making temporary repairs to restore commercial and residential water over the next 12-20 hours. 

10/10/2023 1:15 pm: Water staff are continuing to perform an emergency water service line repair. Water service will be shut off immediately on Charring Lane.

10/10/2023 10:00 am: Water staff will be performing an emergency water service line repair today starting at 10:00 a.m. Water service will be shut off immediately from Pine Knolls to Sheffield Drive and most of Main Street. This will affect residential and commercial properties. Operators will be on-site performing underground work utilizing heavy equipment. Expect traffic delays in the immediate area.
