CORE AREA: Water Services - General
STRATEGIC GOAL: Meet the Ongoing Challenges of Effectively and Reliably Managing Water Resources in our Sensitive Ecosystem

Implement the Water Meter Replacement Program

Staff has installed 150 endpoints. On November 13th, an RFP was released and circulated for contracting the installation of additional endpoints. Water department staff will continue to install water meters based on staff availability. We request that the public keep the area around their meter box clear of obstructions for three feet in all directions.

Complete the Stuart Street Tank Construction

District staff and consultants presented the updated project in a pre-application meeting with San Luis Obispo County Planning. County Planning confirmed that a Coastal Development Permit (CDP) would be required due to the Project’s expanded scope. The project must be submitted to County Planning for review, followed by a hearing in front of the Planning Commission. Staff is currently waiting for a date to be established for the Project hearing. The Coastal Development Permit (CDP) application was successfully submitted to SLO County Planning on 8/27/2024. We anticipate a 2–3-month review period prior to permit issuance. The CDP application number is P-APP2024-00206.

Permanent Replacement of San Simeon Water Line & Effluent Line

The application for an Encroachment Permit was successfully submitted for Caltrans Right of Way.

Research Long-Term Water Supply & Storage Solutions

The Ad Hoc Committee and staff are currently reviewing all possibilities for increasing our water portfolio.

STRATEGIC GOAL: Advance Coastal Development Permit (CDP) to Achieve County and Coastal Commission Approval

Resolve the Brine Waste Disposal Issue

The Zero Liquid Discharge made it through the Department of Energy review, and we are now waiting on specifics on the accounting processes based on grant requirements. Staff worked collaboratively with compliance agencies to develop a monitoring plan during the temporary pilot projection operation. Staff is in the process of scheduling a pilot program based on alternatives analysis for the Zero Liquid Discharge Program.

Zero Liquid Discharge Program

The new and updated Wastewater Permit has established future operations for the ZLD pilot or full-time operation. ZLD pilot operations have been postponed until the Fall of 2025.

Complete the Instream Flow Study Task 1 & 2 to Include Van Gordon Creek

We are pleased to share some exciting news regarding our ongoing efforts to enhance the sustainability and resilience of our water resources. After considerable planning, collaboration, and dedication, we have successfully submitted the Coastal Development Permit (CDP) application for the Water Reclamation Facility and the San Simeon Creek Instream Flows Assessment to include Van Gordan Creek to the County of San Luis Obispo. CORE AREA: Wastewater Service
STRATEGIC GOAL: Execute Phased Repairs and Upgrades for the Wastewater Treatment System

Monitor project expenditures and performance during the construction phase

Ongoing monthly review of project expenditures with Utilities Department Manager, Wastewater Systems Superintendent and Water Systems Superintendent.

Revise any District Policies or Procedures to incorporate findings, as appropriate based on learnings from tracking project

Future objective.

Establish priorities and an implementation plan for CIP wastewater projects not in the SST

R&I Ad Hoc Committee has been formed to prioritize non-SST projects. B4 was established as a priority.

Define the extent of repairs needed to reduce the inflow and infiltration

Staff needs to identify priority locations to identify areas for upgrade.

CORE AREA: Fire Protection and Emergency Services
STRATEGIC GOAL: Provide Optimal Fire Protection, Water Rescue, and Emergency Medical Services on a 24/7 Basis

Update the CCSD Board on any and all changes to evacuation planning within the District

The evacuation assistance program was sent out in utility billing mailers, General Manager’s Reports, Letters from the GM, and a Message from the Fire Chief.

Prepare and provide a Risk Reduction/Hazard Mitigation Plan for Board consideration

Report on the progress of implementing the Zonehaven System and the emergency alert system

The Cambria Fire Department crews are handing out magnets to citizens when appropriate on calls, etc.  The public is encouraged to stop by the fire station to pick up a magnet or come to the "Meet the Fire Chief."

Identify training resources needed to meet State & Federal mandates for emergency personnel

STRATEGIC GOAL: Manage and Provide Stewardship of District Assets, Parks, Recreation, and Open Space in a Timely, Cost-Effective, and Environmentally Sensitive Manner

Define future use and funding for the Veterans’ Hall

On October 19, 2023, the Board of Directors received the Ad Hoc Committee report on future use and funding for the Veterans' Hall. Working with 501c3 groups for fundraising.

Complete Cambria Skatepark Project

The minor use SLO County Planning portion of the permitting process is complete. The National Park Service requested additional project information, which was supplied via an updated Land and Water Conservation Fund(LWCF) A&R Form 10-904 and an updated LWCF Site Boundary map. Staff anticipates receiving funding in January 2025. On 10/30, staff received confirmation that all information required for the application completion was confirmed and that no additional information was needed.

Complete the East Ranch Restroom Project

The technical drawings for this project have been updated to show the agreed-upon placement of the restroom structure. The building has been rotated 90 degrees so that the entrance faces the future location of the playground. The San Luis Obispo County of Planning & Building has approved these updated plans, and additional fees for reorientation were paid. The CCSD has been in contact with this department and is working to expedite the approval of the updated plans. The CCSD has approved the contract for construction and monitoring during construction. The site preparation will begin in the final weeks of the year, with receipt and installation of the restroom in the first weeks of February. This week, the District's contractor successfully completed the building pad excavation for the East Ranch Restroom. This marks a significant milestone in the project, bringing us one step closer to enhancing the East Ranch.
