CalPERS Health Insurance Open Enrollment 9/14/2026 to 10/9/2026
It’s that time of year again!
2027 Health Insurance PremiumsHealth Benefits Plan Enrollment for Active Employees (HBD-12) FormOpen Enrollment for the 2027 plan year begins on Monday, September 14 and runs through Friday, October 9, 2026. Please review the following important updates:
Plan Offerings: Medical will continue with CalPERS, and dental and vision will remain with Met Life.
Plan Offering Changes: Beginning January 1, 2026, United Health Care Signature Value Alliance HMO will no longer be a part of CalPERS health plan offerings.
- Targeted communication with affected members began in late July and will continue through early September.
- CalPers will guide you on how to shop the alternative health plans we offer so you can review important plan details, including premiums and provider access.
- If you don’t choose a new plan during Open Enrollment, we’ll administratively transfer you and any dependent(s) to Blue Shield Access+ for 2027.

District Contribution: Blue Shield Access+ has been selected as the District's 2027 lowest cost plan. This means that the District will contribute 85% of the Blue Shield Access+ amounts of $1,177.77 to $3,062.20, depending on the benefit selection of employee-only to family coverage. The District selected this plan in an effort to provide low-cost options for healthcare to CCSD employees. IAFF MOU Section 24.B. and SEIU MOU Section 30.A. include language related to the lowest cost plan, and the District has the discretion to opt for a higher-level plan. The district will contribute toward the Blue Shield Access+ HMO. See attachment for more details.
Effective Date: All changes will take effect January 1, 2027.

CalPERS will share more information with your employees through email and the Open Enrollment for Active Members page in the coming weeks.
We encourage you to attend one of these sessions to learn more, ask questions, and explore your benefit options!
During Open Enrollment, you can:
- Change your CalPERS health plan
- Add eligible dependents
- Remove dependents
- Cancel your existing CalPERS health coverage
- Enroll in a CalPERS health plan if you don't currently have coverage
Log in to your myCalPERS account (https://www.calpers.ca.gov/) to explore your health plan options. myCalPERS allows you to access customized health information and has tools and resources to help you with your Open Enrollment decisions. myCalPERS also provides you with secure 24/7 access to view:
- Specific health benefit changes that may impact you in the coming year
- Your current 2026 monthly premium and 2027 monthly premium if you don’t change your health plan
- 2027 health plans and monthly premiums available based on your health eligibility ZIP code
- Which health plans your doctors participate in (updated to included specialists)
- Your enrolled dependents
- All CalPERS Open Enrollment information
- Your 2027 Health Plan Statement

If you wish to make changes to your plan, you can change them online directly with Cal Pers or please complete the required HBD-12 form and submit the completed form to Miriam Torres. If you aren't making changes to your coverage, no action is needed.
