Cambria Community Services District (CCSD) Summary of Ordinance - An Ordinance Adding Chapter 4.30 to the CCSD Municipal Code Establishing Cross-Connection Regulations & Adopting by Reference the State Water Resources Control Board's Cross-Connection Policy Handbook

This Ordinance Summary is published in accordance with the provisions of Government Code Section 25124. On September 11, 2025, the Board of Directors of the Cambria Community Services District adopted Ordinance 02-2025. adding Chapter 4.30 to the Cambria Community Services District Municipal Code Establishing Cross-Connection Regulations and Adopting by Reference the State Water Resources Control Board’s Cross-Connection Policy Handbook. Ordinance 02-2025 was adopted by the following vote:

Ordinance 02-2025 will add a new Chapter to the CCSD Municipal Code to set forth Cross Connection control regulations to protect the public water supply against actual or potential cross connections by isolating within the premise contamination that may occur due to an unknown or unauthorized cross connection on the premises, eliminating existing connections between drinking water systems and auxiliary sources of water that are not approved as safe and potable for human consumption, eliminating cross connections between drinking water systems and sources of contamination and preventing future cross connections.

The Ordinance includes a list of relevant definitions, and provisions for Cross-Connection Protection Requirements, including the requirement that all premises undergo a cross-connection survey to be conducted by a licensed Cross-Connection Control Survey Specialist to determine the degree of hazard as well as the proper backflow prevention assembly. It includes administrative procedures to implement the Ordinance’s requirements, including procedures for customer notification. Provisions also include termination of water service when the District encounters water users that represent a clear and immediate hazard to the public water system that cannot be immediately abated. The Ordinance sets forth who can do backflow prevention assembly testing. The Ordinance also adopts the State of California Water Resources Control Board’s Cross-Connection Control Policy Handbook by reference.
