Current Viable Projects – Community Park
The Board of Directors accepted the Current Viable Projects list, but any costs associated with this list are pending approval by the Board of Directors.
Major Projects-Community Park
The Board of Directors provided direction with respect to moving forward with the overall vision of the Community Park, requesting that the sports fields be separated out from the Major Projects List and addressed separately from the other projects. It was requested that PROS include recommendations for phased, interim use of the fields including a fitness loop. The Board requested that the remainder of projects on this list be broken down to include information on costs and feasibility, taking into consideration those projects that have need of potable water, together with PROS recommendations for phased implementation of the projects.
Multi-Use Sports Fields Project
The Board of Directors requested that PROS separate the multi-use sports fields from the other projects on the Major Projects List, and provide the Board with recommendations for phased, interim use of the fields, to include a fitness loop.
Other Projects
The Board of Directors accepted PROS recommendations for Trail System #2, playground, picnic areas, storage and maintenance, and restroom and to direct PROS to provide more specific details regarding intended use for these projects, costs, and feasibility in order to assist staff in a cost analysis.

September 11, 2025 Regular Board MeetingUpdate and Discussion Regarding the East Ranch Community Park Phase 3 Plan and Direction to Staff Regarding Next Steps
General Manager McElhenie introduced the item and provided a summary.
The Board of Directors held a discussion.
Director Gray stated that a 501(c)(3) organization should be established, a maintenance fund created, and an estimate of the associated costs determined.
General Manager McElhenie stated that he will obtain quotes from SWCA or another environmental firm for a visual analysis to understand the scope of work. He will then consult with someone like Monte Soto to review the plan. If the Board identifies features 4–9, Mr. Soto will evaluate them and provide an estimate of the engineering and permitting required, considering it is on CCSD property, and outline what it would take to bring the project to fruition. Once these estimates are obtained, he can present them to the Board for discussion and consideration of a budget adjustment. Since the project is not currently in the budget, any adjustment would come from reserves. At that point, the Cambria Community Council or a 501(c)(3) organization could begin the fundraising process, unless the Board chooses to fund the project directly.
